EHCP Advice, Draft Reviews and Amendment Support

Clear, independent support for Education, Health and Care Plans

 Navigating the EHCP process can feel overwhelming, particularly when Local Authority decisions are delayed, EHCP wording is vague, or professional recommendations are not properly reflected within a child or young person’s Education, Health and Care Plan.


Squared SEND Advocacy & Support provides independent SEND advocacy, EHCP support, and legally informed guidance for parents and carers across England. 


Support is available for EHC needs assessments, EHCP draft reviews, annual reviews, mediation preparation, SEND tribunal appeals, and disputes regarding provision and school placement.


The focus is always on helping families understand their legal rights, challenge unlawful or unclear practice, and securing EHCPs that are specific, quantified, legally compliant, and enforceable in line with the Children and Families Act 2014 and SEND Code of Practice 2015.


Remote SEND advocacy support is available to families throughout England.

EHC Needs Assessment Requests

 Support with preparing a legally grounded, evidence-led EHC needs assessment request to help demonstrate that a child or young person may require an Education, Health and Care Plan under the Children and Families Act 2014.


This includes:

  • Identifying and clearly describing special educational needs and difficulties across education, communication, social, emotional, sensory and physical development 
  • Demonstrating the functional impact of needs on learning, attendance, emotional wellbeing, independence and access to education 
  • Linking needs to educational provision and support currently required 
  • Referencing relevant professional evidence, including educational psychology, speech and language therapy, occupational therapy, medical evidence and school reports 
  • Ensuring requests reflect the legal threshold under Section 36 of the Children and Families Act 2014 and, while beyond the statutory threshold,  consideration of the SEND Code of Practice 2015 
  • Support with presenting evidence clearly and effectively where needs may not be fully understood or recognised by the Local Authority

EHCP Draft Check Review and Amendments

 A detailed, legally informed EHCP draft review to identify weaknesses, omissions, and unlawful wording within Education, Health and Care Plans before finalisation by the Local Authority.


This includes identifying:

  • Vague, ambiguous or non-specific wording that may make provision difficult to enforce 
  • Missing, minimised or inaccurately described special educational needs within Section B 
  • Provision within Section F that is not properly specified, quantified or linked to identified needs 
  • Outcomes within Section E that are unclear, unrealistic, not SMART, or not appropriately linked to provision and need 
  • Missing recommendations from educational psychology, speech and language therapy, occupational therapy or other professional reports 
  • Breaks within the “golden thread” between identified needs, provision and outcomes 


You will receive clear written feedback, legally grounded recommendations, and suggested replacement wording designed to strengthen the EHCP and improve clarity, enforceability and legal compliance.

Full Rewrite of Draft EHCP

 A comprehensive EHCP rewrite drafting service designed for parents involved in complex EHCP disputes, annual reviews, mediation, or SEND Tribunal appeals.


This service may include:

  • Full review and restructuring of Sections B-H of the EHCP 
  • Rewriting vague or descriptive needs into clear, functional descriptions of special educational needs and educational impact 
  • Drafting legally compliant, specified and quantified provision within Section F 
  • Ensuring provision directly matches identified needs and professional evidence 
  • Rewriting outcomes within Section E to ensure they are SMART, measurable, achievable and appropriately linked to provision

Annual Review & Phase Transfer

 Legally informed SEND advocacy and written support for EHCP annual reviews, reassessments, amendment requests, and phase transfer processes, helping parents prepare clear evidence and challenge unlawful or inadequate decision-making by Local Authorities.
